Wiimote is set to analog 2 and nunchuk is set to analog 1.

With Texture it only shows "skidmark-like lines" on the screen when reloading, but with Ram it just blurries the whole screen. I still believe it has to do with the EFB though.
I think no one will ever "fix" it, because what you see with copy to RAM is the normal behaviour of the Wii game

yes, it simulates the out of focus when you look at the weapon for reloading.
I'm now at the "infiltrate the weapons facility" stage, the bottom half of the screen is always blurred like during reloading the weapon!
The "searching for garcia" stage, too.
