Making cheats requires time and effort. It's a somewhat technical process that's not easy to do for the vast majority of people. Cheat codes (GameShark, Game Genie, Action Replay, Gecko, etc) are essentially miniature hacks to a game, often manipulating specific areas of memory or injecting/overwriting small bits of code, so you can imagine how difficult it can be to jump into such a subject. You need to be familiar with some amount of programming and reverse-engineering, or know how to use specialized tools.
With something so time consuming, people only work on making cheat codes for games that interest them. If the people with the skills necessary to make cheat codes aren't interested in a particular game, that game isn't going to get any cheat codes. The same logic applies to quite a few other areas of emulation as well. Why has no one made HD textures for the game Odama? Well, it takes time, and very few people are interested in the game (and even fewer probably know about it!). Why has no one made a translation patch for Ohenro-San so I can play it in English? Well, translating games is not a simple task, and no one is interested in that game. tl;dr - Someone has to make cheat codes. They need to have the skills required to do so and a compelling interest in Skylander. However, it seems there are in fact some Gecko codes out there for Skylanders.
