Why only 30 fps?

I am new to Dolphin. I have just downloaded the latest revision of dolphin(4034) and i can only play ssbm on 30 fps(except in menus where it is 60 fps). Can someone tell me what the problem is?

Specs:
Model:MSI GX630
GFX Card:NVIDIA GeForce 9600M GT 512mb DDR3
Processor:AMD Athlon X2 Dual-Core QL-62 ~2.0GHz
OS: Vista Home Premium 32x
RAM: 4.0Gigs

SSBM runs 50+ fps on my pc.
try changing your settings.

u have an intel core2duo 3.2 ghz, thats a big difference from his cpu

Reached 100 Hz refresh rate with "Call of Juarez: Bound in Blood" for windows..
the game supports this rate but I don't see the difference between 30 Hz or 100 Hz..
people take a big deal about it but I think 25 and more is enough.
The best game motion I have is Street Fighter IV (according to my eyesSmile), it is 60Hz top and the motion is just perfect.

NO WAY!!!

When i play on r3789 and r3914 i got 60 fps smoothly, but in the lastest revisions i only got 30 fps (like cap)

My rig is :

C2Q Q9550 2.83 GHz
MSI GeForce 9800 GTX+ OC
Asus P5Q-E
4 GB RAM DDR2 800 MHz
XP Pro 32-bit

So why in some revs i got 60 fps and in 4026 i.e. i got 30 fps? Huh

Ps: framelimit is off

you should be able to play brawl fullspeed and should be able to play melee full speed, as long as you upgrade to a 64 bit os
