Why my pc dont run in full speed?

I have this configuration in my pc:

Intel Core i7
Nvidia GTX 560 SE
8GB Ram

And the games don't run in full speed.
Only in 30-40 fps.

What is the problem?

Listing your CPU as "i7" is not enough information. List your full PC specs, list the games you're using, the Dolphin build and the settings you're using. Once you've found all of that information, create another thread.
