Here my specs:

Intel Core i7 CPU 860 @ 2.8Ghz
MotherBoard -> Asus P7P55 LX
Windows 7 x64
RAM -> 8GB Kingston DDR3
NVIDIA GeForce GTX 460 SE

I use the 3.0-809 Dolphin release.

My Dolphin settings:

Config -> General Config
Enable Dual Core
Enable Idle Skipping
JIT Recompiler

Config -> Interface
Use Panic Handlers

Graphics -> General
Direct3D9
1440x900
Auto

Enhacements

Auto (Multiple of 640x528)
None
1x
Scaled EFB Copy

Hacks

Texture
Fast
Disable
Fast Mipmaps
Disable Per-Pixel Depth

Advanced
All unchecked

DSP -> DSP HLE Emulation (fast) - Xaudio2 - 48000MHZ

GC games run well (Pikmin, Luigi's Mansion)
But Wii games like Super Mario Galaxy (1 and 2), Mario Party 9... runs with a very poor fps (30-40)

What could be the problem?

Super Mario Galaxy 1+2 are heavy games, your CPU is just too slow to run them @ fullspeed.

You are trying to run demanding games on an underpowered system. A search of the forums would have told you this.

SMG need LLE backend (dsp_coef.bin & dsp_rom.bin) for BGM . MP9 is very demanding on CPU if you setup multi-player
Recommend CPU : i5 2500k @ 4.5GHz or i5 3570k @ 4.2GHz
LLE backend kill the speed . Since you use HLE backend , you should not take performance hit as much as LLE . Even so ,i7 860 @ 2.8GHz won't cut it , you should atleast overclock it to 3.6GHz
