Why it doesn't work as it should?

What causes these slowdowns? OpenCL? OpenMP?

*Points at OpenCL*.
OpenMP can sometimes help with reducing stuttering, other times it might slow you down, so experiment with that one.

What ??? You should be getting minimum 20k on 3dmark06.
Something is wrong with your pc.
When changing entire pc like this,you should reinstal windows.
Then install drivers for your mainboard ( you can find it on mainboards manufacturer's website )
Then update directx and nvidia graphic card drivers.
If you still dont get 20k,then something is wrong with your hardware

Yeah, but I was trying it on maxed settings and 1920x1080, instead of normal-settings 1280x1024.

* szymbar15 looks
*Game gets 40% out of sudden*
* szymbar15 restarts Dolphin
*Game is 40%*
* szymbar15 downloads RealTemp and plays for a while
*44, 45, 45, 46*

Have you tried enabling Accurate VBeam emulation? Right click the game in Dolphin, and check that option in the Properties tab. It might help for Sonic Colors, so I've heard.

I can confirm it has fixed SC.
But, my previous problem still appears on LLE.

Have you heard about the VBeam Trick? It seems to help get rid of choppy audio when using LLE. You should check it out if you haven't already. Works for me on all my games that need LLE.
