Why is the DX9 Plugin not working?

Hello,

I read that the DX9 Plugin better is than the OpenGl Plugin.
So i went to Configuration > Plugins > Graphics

There is only the OpenGl Plugin but in the Plugin Folder ist the File "Plugin_VideoDX9.dll". Why isnt it working?!
