Why is GPU maxxed but only getting 45 FPS? (screenshots inside)

Skip EFB Access from CPU is necessary for grabbing stars, so this option is a must.

To the WiiMote speaker: right click on SMG -> properties -> Alternate WiiMote timing // This mutes the WiiMote speaker.

The wiki says:

Really? Maybe i missunderstood something, but under the "properties" of the game, there stands
