Higan beats Dolphin in a lot of ways as it's supposed to provide perfect accuracy and even goes as far as emulating details of the console that potentially never affect a game or could be emulated at a higher level with less programming effort. If you wanted to make hardware that functioned exactly like one of the consoles Higan emulates, then its source code would be a lot more useful to you than Dolphin's is for some hypothetical nutjob who wants to build a Wii from scratch.

We set the example with a lot of stuff (especially organization and media), so that's where all the attention likely comes from even if there is a lot of talent on other emulators. |
