but in pcsx2 i had full speed in most game .
Dolphin is not PCSX2. It is a more demanding emulator per-core.

in Wwe 14 fps is 40-50
The WWE games are ridiculously resource intensive, and usually need an overclocked i5/i7 to run nicely.
See my last part to work with Mortal Kombat

Dolphin is a dual-core application and switches around on the cores faster than Task Manager can read it, so it doesn't show as using the full performance.

Besides getting a new 3rd gen i5/i7, you can try a couple of tricks to make Dolphin use the most of your computer.
https://forums.dolphin-emu.org/Thread-unofficial-laptop-performance-guide This guide shows what you can do to make the most of your CPU and GPU.
Make sure you have the latest AMD Drivers.
Also, using 4.0.2, try the OpenGL backend and see if it's faster.
Try using the latest dev build.
Also, that's a nice looking case
