When I play a wii game in this rev, dolphin emulation is at 41 or 57 fps,but in 4.0.2 dolphin is in 60fps drecrasing a little bit to 59fps or 58fps

My PC specs:
-Windows 7 x64 bit
-Intel Core I5 3570k 3.4GHz
-Nvidea Geforce 9800GT
-12 GB RAM
-SSD Kingstom 240GB

Why the emulation is so slower?

Lack of buffer storage support on the GTX 9xxx series due to NVIDIA not feeling like writing the drivers for it.

Oh on D3D? Probably due to our GPU requirements going up from stuff like the TEV Pipeline upgrades that hurt a lot of older NVIDIA cards quite a bit.

I must say your GPU is quite slow compared to your CPUS.  You should really consider an immediate upgrade because that i5 is going to waste.

Sorry if this problematic place here. because the latest versions of dolphin from version 4.0-5450 to 4.0-5460. metal gear solid game crashes at the start. if active MMU works but consumes a lot of CPU, and I have not 100% emulation. While if I use the version 4.0-5445 Dolphin x64. the game without MMU goes smoothly and does not consume a lot of CPU. I admire the developers of the work, but it seems that these versions of dolphin are similar to the stable version 4.0.2. I tried to play with native graphics, and the problem persists.

My PC specs:
Win7 Ultimate x64
4GB RAM DDR3
AMD Radeon HD 6450 2GB GDDR3
Intel Xeon E5520 quad-core 2.27Ghz normal, turbo boost 2.53GHz

Well to be fair Nvidia DOAed those card right around the OpenGL 4.4 release,  just like AMD DOAed all their DX10 cards like 3 years ago.
