Why doesn't underclocking count for game playability??

Looking at the compatibility list, two of the 3 games listed as broken seem to able to boot with underclocking, 3 of the 5 games listed as Intro/Menu seem to be playable with underclocking, and there are probably a few others in the other categories. Why are these games not considered playable, since having other settings be mandatory doesn't seem to exclude a game from playability?

The compatibility list hasn't been relevant for years; it is completely out of date and needs to be removed.

To follow precedent on our compatibility ratings, we wouldn't want users to need to rely on under and overclocking for booting as that is an advanced operation. It's a workaround that users must manually do themselves, so by existing criteria it is not included in the ratings. That could change if it was enabled by default for those games, but as clock adjustment is changing the hardware we are emulating with all manner of side effects, I would definitely be against that and most other devs probably would be too.

The real answer is that when the compatibility list was relevant the overclocking and underclocking features didn't exist. Whether or not under and over clocking should be used for star ratings hasn't even been discussed because it doesn't matter. However, existing criteria does exclude advanced hacks, hence the above.

EDIT: Ok I might as well elaborate a bit on why everything is this way. The compatibility list is very useful early on in an emulators life cycle as a way to keep track of games booting and what not. But at the current place Dolphin is at, our whole catalog of over 3000 games (except 10ish) are 4 or 5 stars. ALL OF THEM (except 10ish). But what determines if it is 4 versus 5 stars? ┐(´-`)┌ It is totally vestigial now. There were some attempts to save the compatibility list like, 5 years ago, but we could never agree on a new system and just kind of agreed to abandon it entirely and forget it exists. It will be removed eventually.
