So, dolphin runs at an incredibly low FPS when i try to play games on my mid/high end gaming pc. It ran smoothly on my old WORSE gaming pc, so i don't know whats up. I haven't changed any settings in my graphics or my config.

PC specs:
8GB DDR4 ram
Intel i5 7500k 3.4gHz
Nvidia GTX 1060 6 GB

Im running dolphin 5.0 x64

The CPU and/or GPU are probably doing some sort of power savings. Set both of them to performance. You could also be using the integrated gpu by accident.

I don't know, because all of my other, much more demanding games run just fine. I'm not using the integrated GPU, im using my 1060, and thats what Dolphin says when i boot up a game. How do i get them off of power savings?

Edit: Changed PC performance to high performance, it's a bit better, but still dipping down to 15 and 20 FPS consistently

What games? What settings? You should be able to to run most games full speed. If changing the power settings is helping, I'm wondering if there's more going on in the environment side of things outside of Dolphin even.

Double Dash is a super lightweight game... what frequency is your processor running at?

What do you mean what frequency? If you mean how many gHz, its always around 3.4

Using the Windows Task Manager you will see what is the current frequency your CPU is running, in real time (must go to the Performance tab to check it).
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.
