You know, this question is really asked way too much. This is long but a great article that says it very well. This is not really a good explanation for a HLE emulators or for Dolphin but rather what authors need to consider when making an emulator. Yeah its written by byuu but still worth reading.

Simply put, the PC needs to be strong to carry the extra weight. You can not even run Win7 on older PC and that means the OS itself requires some computer power.

Uh, no. Your analogy with Win7 seems completely wrong for me, but yes, the PC needs to be strong to do the translation between PPC code to x86, among other things (in case of Dolphin)...
