When I tries to create a new thread this happens:

You must be in the "Somewhat Advanced User" group, that is to say, you need 10 or more posts. Consequently, making this thread probably solved your problem (this is your 10th post).

Fwiw, when I last updated the Global Forum Rules a few months ago, I missed specifying Delfino Plaza as one of the forums with posting restrictions. The requirement has always been 10+ posts for as long as I've been around, but until recently, no one bothered explaining this (in writing) to users. This should be fixed now.
