Your PC is weak for Dolphin . AMD CPUs have poor single threaded performance . Dolphin is a dual core application , high single threaded performance CPU like i5 4670k is recommended
Even heavily overclocked top of the line AMD 8350 @ 5.0GHz is still slower than a mid range i3 4130 in our Dolphin Benchmark
Your AMD APU is low-end CPU , you should not expect good speed out of it

Because you didn't build it by yourself . OEM / Prebuilt PCs are all overpriced craps with horrible components
