Which hardware for smooth 720p gameplay?

Hi,
I'm new to Dolphin. I don't know if this question has been asked before. I looked into the forum a bit and watched some Youtube videos, but with recent Dolphin releases they seem to shoot for 1080p or above.
All I'm interested is smooth gameplay at 720p. Particularly with the two Wii Zelda titles, the two Mario Galaxy and the three Metroid Prime.
Which hardware would you recommend to get that?

If you don't say anything about your budget , i will have to recommend i5 4670k + Asrock Z87 Extreme 4 or MSI Z87 G45 + CM Hyoer 212 Evo or better cooler and then overclock that i5

Your GPU is fine for 720p , maybe even 1080p in some games
Emulation = High-end (single threaded) CPU + Mid-range GPU
PC gaming = Mid-range CPU + High-end GPU

Yes, I forgot to mention my budget, sorry. Budget is not really a concern, except for wasting money on unnecessary things. If I don't have the money now, I'll work some more. Thanks for the recommendations.
