In Previous Versions of Dolphin, 480P works greatly, but, after 5.0-11455 and above, 480P was removed, where this function is? plz add again

Are you wanting the resolution the GameCube and Wii render at, aka 1x Native? The number may not be exactly 480p (640x528) but 1x Native is 480p. It's just how the GameCube and Wii handled the NTSC/PAL thing - it renders at the maximum axis for both and crops down for whatever region the game is.

but, when i use wii menu on android, the only resolution possible is 480i, and gc is the same

to enable ipl and 480P i have to pick a Dolphin MMJ build, activate 480P, open a note editor and modify the following line:
SkipIPL = False

Oh, you mean you're looking for the progressive scan option? Yeah, I can confirm that it isn't available in the settings on Android. But it wasn't available there in older versions of Dolphin either, and it doesn't actually affect the image quality (unlike on a real console).

for me, Progressive Scan its better than 480i, because this turns on the better quality, on Super Mario Sunshine for example

It shouldn't make the quality better at all, unless you have Disable Copy Filter turned off.

so, 1x Native = 480p (640x528)

on my device (redmi note 8 pro) this works better than 720p (2x)
when i enable 2x for GC/WII games, they have issues it seems,
but on 1x native they work much better,
maybe my phone can't do higher IR > 1x. it seems.

also, what is the main diffrence between PAL & NTSC region GC games?

is PAL 60htx better than PAL 50htz? for example for games that use this feature i mean.

the 10htz difference?
