Where exactly is my hardware bottleneck?

I'm new to Dolphin; however, I have been doing a little bit of research on the forums. I'm making this post because I'm wondering if I could get some advice on where exactly is my hardware bottleneck, how back is it, and finally how can I optimize Dolphin given my current hardware.

Video: AMD 6990 4GB
Processor: AMD Phenom II X4 955 3.21 GHZ
Ram: 12GB

From my research, Dolphin is CPU intensive. Given this, is there anyway I can optimize the in game graphics because I have a very powerful video card.

The game is currently running at about 40FPS on Mario Kart at 1080P, OpenGL, and without any other extra settings.

Standard response.

Try these settings --> http://forums.dolphin-emu.org/showthread.php?tid=23618

Try the official 3.0 release --> http://code.google.com/p/dolphin-emu/downloads/list

See how the speed is with those settings, then up your graphic settings as needed.

Overclock your CPU if you can, you already know your GPU is good.
Asus Laptop: K53TA
OS: Windows 7 Home Premium, 64-Bit - SP1
CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked)
GPU: AMD Radeon HD6650M, 1GB GDDR3 (Catalyst 13.1)
RAM: Samsung 4GB DDR3-1333

Mario Kart Wii is what I tried it on. I'm sorry but I'm not exactly sure how to post my settings without typing everything in. Is there another way?
I do also have the most recent version of Dolphin at 64bit
The game is chunky in the loading screens under Direct X11; however, with OpenGL it is consistent around 40FPS

Use the snipping tool that comes with Windows 7 to take screenshots of your settings.

I installed this individuals build, as seen in the following link https://sites.google.com/site/ryancollinsdolphinbuilds/builds , and I'm getting consistent 60 FPS after adjusting the resolution to 1080P (only modification I made). This might be a good reference for other newbies. I'm not sure exactly what this person did but it appears to work well with my machine.
I assume you want 60FPS to have steady gameplay
