How should my settings be for graphics and config? Here are my specs

Windows 10 Home
16 GB DDR4
Intel i7 6700 3.41 Ghz
GTX 1070 FE

If you're going for upscaled at the best it can be, then on a 1080p screen going above 4x IR is kinda useless because your monitor can't display anything higher. Then start applying AA/AF until the games run slowly.
Do not open the Graphics settings while the game is running, since it will overwrite the per-game defaults that make the games run properly. Make a change, run the game and check how it plays, close the game, make a change, restart. (that's how I do it anyways)

Since you have Nvidia, using OpenGL is probably the best for speed and stability.

I have got a 4k monitor but only goes at 30 fps due to my HDMI cable not being 2.0

Are you sure? Pretty much all HDMI cables of good quality sold today are HDMI high speed cables. You might want to double check on that.

Since you do have a 4K monitor, 6x IR is native 4K quality, but the difference between 4x and 6x is hard to tell, and is up to personal preference from what I've been able to see on my 4k tv

That may be what it's set to currently, but can you change it under Display Adapter properties? I know mine defaulted to 24Hz when I first used it and had to manually change it to 60 hz

Settings > System > Display > Advanced display settings > Display adapter properties, and then go to the Monitor tab, there should be a drop-down list where you can change the refresh rate

Pretty sure you need HDMI 2.0 for 4k @ 60Hz
