It seems to me that you'll need to upgrade your mobo + cpu + ram in order to run this game at full-speed (30 fps.) Because you need a better CPU you need a newer mobo, and because you need a newer mobo you need to change your ram from what I assume is ddr2 to ddr3. This total package would cost something like $180 if you went with a Pentium G3258 ($60 for CPU, $60 for 8gb DDR3 ram, and $60 for motherboard.) You might even be able to sell your old parts to cover some of the cost, afterwards. Of course, all of this would be a good investment if you like to game on PC and you don't expect to buy a new PC for a few years. You'll notice a huge increase in performance for most of the games you play, especially if you were to overclock the G3258 (which with the right motherboard would be as easy as a click of a button and a few benchmarks.)

Yes, and it also costs $150 less than the next processor that will give him better dolphin performance (i5 4690k.) Thank you all for your helpful advice's on what CPU's I should buy to increase my FPS drastically using dolphin and for future gaming in general. I plan on buying in the near future a much better CPU like a i5 or later and a new motherboard as well which I will need if I plan to upgrade to more modern CPU's, but for now I just want to do a small upgrade on my old machine and I ended up purchasing a Intel Core 2 Duo E8600 3.33GHz on ebay for only $ 21 which I feel will be good small upgrade over my current CPU and well with the help of youtube this will also be the first time I install a CPU as well. I know that I won't barely see much of a difference when it comes to FPS increasing on dolphin with the CPU I purchased but again I just wanted to do a small upgrade just for now. I have done other small upgrades to my comp in the past like adding a new graphics card and a more powerful PSU because my old one started to crap out lol but offcourse I did those upgrades by watching youtube vids. I use my computer for all sorts of things, like watching movies/streaming, gaming, to hear music, on social sites, etc.

Upgrading a PSU is much different than upgrading a CPU. Take due care and make sure to buy an ESD mat/bracelet

lol no not even a little bit. Also, when I did computer repair (I was a repair technician for a few years), we didn't use any "thermal compound", but things may have changed? Get a real ESD mat. You should probably do some more research before diving into your computer. If you touch it and get any (and I mean ANY) static electricity in there, then your entire motherboard and everything attached is liable to fry and be very expensive paperweights. The heat sink already inside of your computer should be fine because Pentiums run exceptionally hot. Thermal cooling will not be necessary with your CPU upgrade.
