What's wrong with Simpsons Hit and Run game?

It seems I can't play the game because it ends up stuck on the start screen

You need the fast disc speed setting to avoid that issue.

Make an ini called GHQE7D.ini and place it in the dolphin-emu/GameSettings folder after adding this to bypass the infinite loading;

[Core]
FastDiscSpeed = True

Filemanager (example, Amaze), create file, write, save with ini extension name, play.
