Haven't kept up with Dolphin. What's the difference between ICC and Regular?

Can I use ICC on a CPU that support SSE4.2 or will I need AVX?
Laptop:
i5 520m :: 4GB RAM :: ATI 5650 (700, 900)

That means there were compiled in Intel C++ Compiler. In most cases this yields better performance thanks to various optimization flags. Yes, you can use such builds,
