What programs can I use to speed up dolphin?

Im trying to play Paper Mario Thousand year door, and I get about 75 % speed during gameplay, is there a program I can use to speed this up?

Also I was wondering, will there be a time when dolphin can run full speed on any average computer like other emulators without performance enhancers, or is this as good as it gets?

The real question is, what programs can you Close to boost dolphin?
Any game booster works this way, closes programs, opens game, you close game, programs get reopened.
I do it manually though.

nope. Just close unnecassary crap is the only thing you can do.
