What is wrong with these system specs?

Dolphin R 6692 x64

My Hardware:
AMD Phenom II X6 1055T 2.8 GHz
8GB DDR3 PC3-10700H (667 MHz)
Nvidia GeForce GTX 460 1GB GDDR5
Nvidia Drivers 260.99
Windows 7 Ultimate x64

Nothings Overclocked, all at factory settings.

Problem:
I'm trying to play Mario Galaxy (And Zelda TP) but my computer can't seem to keep up with the game. It runs at about 30-40FPS. Is it my system specs or is it my Dolphin settings?

I attached both the settings from Dolphin in png format and cpu-z txt dump of hardware specs.
