GPU: total 4GB (Geforce GT330)
Ram: 8GB DDR3 1333mhz
Win 7 64bit

first thing...your video card isn't that good. I have a GTS250 here and i think it's a bit outdated now, looking to upgrade later to a GTX460 1gb or GTX 560 1gb when they'll be released and if their prices are good...

the GT330 weren't released to retailers, they were bundled with big-brand PCs such as Dell, Acer, HP, etc...and those aren't very good from the start, but which one do you have? There are several versions of the GT330. Look here:

http://en.wikipedia.org/wiki/Comparison_of_Nvidia_graphics_processing_units#GeForce_300_Series

If you ask me, your CPU is great, your RAM also is fine, but the GPU need to be changed if you want a better performance in Dolphin.
My PC specs:
OS: Windows 7 Home Premium 64-bit | PSU: Corsair TX650W | Board: Asus P7P55D-E LX | CPU: Intel Core i5 750 @ 2.73Ghz | CPU Heatsink: Prolimatech Megahalems rev.B + Nexus 120mm fan | Memory: 4 x 2gb G.Skill DDR3-1600 | Video: eVGA Geforce GTX 560 Ti 1gb | HDD: Western Digital WD10EALS

try rev 6505

and select directx9 plugin
(Default is OpenGL: which is really slow)
if still not @100%
yo need to oc to 3.2 or 3.4ghz
which is possible (but dont use the intel cooler)

or the newest rev. and play with the accurate vbeam option... but its still buggy

I honestly don't think his GPU could really be holding your system back that much, i get full speed on my desktop no problem, but i've messed around with dolphin on my laptop, and it's got a X3100 intel integrated GPU, which is outright trash, 8 cores, can still pull 20-15fps at stock, gamecube, wii settings, so that means 480p, no antialias, or af, but still the gt 330 should easily be able to do that,

so a few things, one what setting are you using on your video plugin menu, and secondly to see if it really is your gpu that folding under pressure download gpu-z and see how much your gpu is being stress
