Dolphin commonly utilizes 2 cores, 3 at maximum with certain settings. If you want specs to run 1080p, you have to be a bit more specific. What games do you want to play? What do you want running in the background? Are you adamant on having absolutely no speed hacks and/or sacrificing detail oriented things?
