Would attract a bunch of mediocre writers that couldn't get a book publised on their own, and the result would be just decent

Would attract a bunch of mediocre writers, but one good author would probably show up and hijack the whole thing, so it wouldn't really be an collective effort

Plugin-Ball Z
Once upon a time there was a dolphin swimming.
Nappa saw it.
''Ah, how cute.'', he said.

''Hey, you commin' with me!'', the dolphin said.
''Oh, it can talk?!", Nappa shouted.
''Hey Vegeta! What is his power level?'', he said.
Vegeta is heard.
''Oh no! It's over 5000!''
''Oh no! He has the DSP Plugin!''

''That's right!''
''I've learned to talk!''

A blinding flash occurs.
''Aah... my eyes!'', Vegeta shouted.

''Oh no! It's over 9000!''
''Yar! This Direct3d13 plugin will be your end!''

''FRAMEHAMEHA ATTACK! 100 FPS''
The enemies were defeated.

... And so, Dolphin became famous for being the best Dolphin in the world. He saved the poor from purchasing a Wii, he saved the gamers from low resolution... he was called... ''The GameCube and Wii Emulator...'' and was honored by everyone...

Put it this way: What about an open source big budget movie? Open source painting?

As avantgarde art, it might work as a display in a contemporary museum. But an artistic creation should always reflect what the original mastermind intends to tell with a story. It makes no sense if hundreds of people with different viewpoints start altering the storyline when they might even misunderstand it, add incorrect lore, etc.

Open source works great for software projects because commits take dedication and hard work. A succesful novel takes first and foremost a very high level of creativity, and only after that hard work. It doesn't matter how hard you work if you are a mediocre writer without talent. On open source software projects, you don't need to be a literary genius or a mathematical savant to make commits to make the project better. Open source is about showing that individual people can produce something even a large corporation can, and even exceed it's quality, often at zero cost to the consumer. It's about different people working together and sharing workload.

IMO, sharing workload with creative productions is generally a bad idea. The ideal amount of contributors is about 1-3, which is often the standard amount of screenwriters or plot writers for video games and movies. The number being a very tightly knit group of similarly thinking people with very similar views and understanding of the story.

Letting thousands of people alter a novel, game or movie would probably just lead to distasteful mediocrity.
