No, the USB option is just to power it. It requires modification of a non-USB sensor bar to make it USB compatible, and the reason for using USB in the first place is that you have a computer running dolphin, and the computer has USB ports, so you can power the bar without a Wii present.
The bar is only required for the cursor.
The motion plus only detects motion.
If you are going to be using mains supply to power the bar, you will probably find it easier to get a transformer which outputs 7.5 to 12V, and adapting the bar to accept power from it by soldering the ends of the transformer's output to the inside of the Wii bar.
