It's cheap because it's low wattage (smaller caps, heatsinks, and mosfets). You'll notice that most 400-450 watt PSUs from good brands cost around $35-45, so it's not exactly alarmingly cheap. EVGA is not a bad brand.
Not everyone builds systems that need 500+ watts. In fact most PCs don't use anywhere close to that. If you're building a low wattage PC you can easily get away with using a "cheap" low wattage PSU that are very reliable as long as you don't exceed the wattage rating (which is true of any good PSU).
