People said it's gimmick
And since you can't overclock higher than the maximum turbo boost frequency with it -> I won't consider it as "Overclocking tool" .
It's basically a way to bump up CPU frequency/clock speed as high as Turbo Boost allow it to .
i7 720QM Turbo Boost :
_2.8GHz (1 core)
_2.4GHz (2 cores)
_1.73GHz (3 or 4 cores)

Since Dolphin is a dual core application , i7 720QM should run at somewhere arround 2.4GHz (with Turbo Boost)
And that's way too slow for most game . I'm not saying you can't run game . You can run any game you want to but you won't get full speed all the time with demanding games
Some demanding games do require an i5 3570k @ 4.5GHz or better CPU to run full speed
