I'm running on it being an attempt at branding driver updates. That or it shipped with hw blocks that were disabled at release time due to their software sucking balls (stuff like hardware composition or video decode could easily show that level of improvements in some use cases, but they specifically talk about "Games", where they're less likely to be useful).
Pessimistically, getting "up to" ~60% improvements in at least one game likely means you get 60% improvements in a single game. Maybe one that relies on EXT_buffer_storage
