Try This With The Lowest Resolution Possible :

http://www.dolphin-emu.org/performance.html

If It Doesnt Work : Get a better CPU !! *

-- on intel platform : Use A Core i3 or later (Clocked at more than 3GHZ).
-- on AMD Platform : Use a Phenom II with High Clock (Like 3.4 or 3.6GHZ).

-- But on older Intel Systems (LGA775) the best Cpu you can get is E8400 (and try to overclock it @ 3.5Ghz Maybe).

* (Please Tell us more about your specifications)

bring up task manager while you play. if the cores your dolphin threads are running on are maxed out, than there is nothing you can do about the performance, short of buying a new cpu.
