Hi guys so I've been around since snes9x emulation, a few years back I tried dolphin on my AMD Phenom X6 black edition with a Nvidia GTX 280 x2 (sli) win 7, was having slowdown issues and especially when four or usb controllers were Hooked Up multiplayer. Anyway many years on and I've got the following system setup (see attachment) things run more smoothly but still getting shattering, switching to SSD didn't help.

I've done some research and come across some blog post (Ubershaders: A Ridiculous Solution to an Impossible Problem) when I select direct3d 11 I get an error saying some features may not be available and it's not recommended to use Direct 3D 11 on Windows 7 system error message, selecting direct3d 12 give direct3d 12 dll missing errors, (probably because win 7 lacks DirectX 12 support)

Where do I find "Ubershader Settings" on official master stable build of dolphin Emulator?
Would upgrading to win 10 help solve these issues?

If you mean stable build, there is no ubershaders support and you need to update to a later version. If you mean master build, it's on the first tab of the graphics settings window. Back when the blog post you're referring to was written, the ubershader settings were on the third tab of the graphics settings window instead, and the names were different. (Hybrid is the same as Asynchronous Ubershaders.)

This would fix the missing features in Direct3D 11 and the complete lack of Direct3D 12 support.

There openg/Vulcan backend also that can be used. Vulcan isn't in the 5 stable and have to update dolphin to the current master though. That could be workaround for window 7 limited direct x 11 in relatively to windows 10. So you wouldn't have to upgrade the version of windows if you did want to. Though because of the ending support in 2020 for windows 7 you might what to anyways.

While you can do that, OpenGL and Vulkan happen to be the backends that aren't stutter-free when using asynchronous ubershaders on Nvidia GPUs.

In my experience it still better then no ubershader. It also allow the missing feature that windows 7 would have in direct 11/12.
I rarely experience stuttering in opengl even with asynchronous ubershaders. I only change to direct x because I use the integrated graphics and it doesn't play well with opengl in some games. I change between a gtx 970 and mobile gtx 1070 with a portable ssd and on battery I use integrated on my laptop.
