Weird Problem with Gecko Codes

So this just started happening to me today.

I can't turn off any manually added gecko codes. When I go to the code selection tab, I turn off all of the codes. But as soon as I exit that screen Dolphin automatically turns them all on again. I've been using Dolphin for years and have manually entered codes before, I've never had this problem. It only automatically turns on codes I put in manually, not the ones automatically downloaded from the database.

I even went so far as to delete my entire Dolphin Folder from My Documents and upgrade to a newer dev build. Problem still persists.

I can't help but think I'm missing something.

Unmarking "Enable Cheats"?

Yes, that turns off all cheats. I want to be able to use some cheats, not all or none.

Edit: For now I'm just deleting any cheats I don't need to use atm. It works, but I would rather figure out why this is happening than try to work around it.
