Weird menu texture glitch in Symphonia

So theres this strange texture glitch going on here in Symphonia's menu boxes, I circled the areas that dont look right, this appears throughout the entire game on my end

I have Texture Cache Accuracy set to Position 2 (Middle) like the wiki recommends, but no matter what I change, this wont go away. And yet I'm seeing people who dont have this problem at all.

try the latest development build and set the backend to Direct3D 11 since you're on an AMD GPU

oh shit, I forgot to update my info lol

I'm not using that thing anymore, I recently got myself a much nicer computer

Intel Core i5-7400
8gb RAM
NVIDIA GeForce GTX 1060

You probably have force texture filtering or some kind of enhancement on that breaks the menu construction. Turn off all enhancements/hacks and then it should go away. Then slowly build back to it.
