Stupid question maybe, but are you overclocking your GPU on top of the factory overclock? If so try to revert that, also try downclocking your factory default OC to nVidia Default clocks.
Other question: You reinstalled all software and are up to date, have you tried a different GPU? It might be that your GPU is just broken but it only hits this when using Dolphin on Windows 7.
On another note: I would NEVER in my life install a 9 year old OS on a 1 year old CPU which even by the manufacturer of the OS AND the CPU is "disabled" and "not supported", so try running Dolphin with Vulkan on a recent Linux distro if you don't want to use Win8 or up and are too paranoid about it, but will still use Google, Android, iOS, MacOSX, Facebook, Youtube, Twitter or whatever social media you think fit without thinking about it. (or even the Internet since Google and Facebook are tracking you/collecting your data even when you are NOT on their sites through their Ad-programs even with _donottrack or adblockers.)
