Weird FPS in Punch Out!

No matter what I do I seem to get the same FPS in PO. If I max out all graphics options or remove them.

I get 60 during menues and 30 during gameplay. And gameplay seems to be moving half speed. It seems as though it's being limited to 30 fps during gameplay yet wants to be at 60.

Strangely I have seen a youtube video of someone playing it and their FPS shows 30 yet it's moving twice as fast as mine. Wha happened?

I am running a Quad 2.4, 3G ram 8800GT.
