Weird fps change in Wind Waker

(New so not sure if this is the proper place to post this but...)I was tweaking my settings in dolphin to see if I could make wind waker faster and I found this strange thing happening. Running the game normally during the intro once it zooms into the island I get about 23 fps until it moves away from it. But if I open the graphics config while it's running it shoots up to 30 fps.

Anyone know why?

Specs:
Intel Celeron Dual Core 2.16ghz
Intel HD Graphics
4GB RAM
Windows 10 x64
Dolphin 5.0-321 x64
Program Priority: Realtime (Don't know if this is required but I'll put it there anyways.)

Dolphin uses default settings automatically loaded from .ini files for almost every game out there. Those defaults are often chosen for the best compatibility rather than speed. When you open up the Graphics menu, Dolphin overrides the defaults with whatever settings are present in said menu. So you're basically changing Dolphin's current settings when you first open up the Graphics menu.

If you pay attention to the yellow text that appears whenever you boot a game (assuming you have enabled On Screen Display Messages), Dolphin will tell you exactly which settings the .ini file is using as a default if the defaults happen to be different from your normal settings.
