The game is NiGHTS: Journey of Dreams. This is the only real troublesome part of the game for me. I think what's going on is that the rippling effect of the water is causing 3D objects in the background to distort in unintended ways. This is best observed when the game is paused. When the game is in motion, it just looks like the screen is shaking.
