I have the latest drivers from AMD for my r9 290, not the beta one but the latest stable release. Windows 7 is up to date so I don't think it's that. Anything that involves being near to the killer bees leader or talking to him, and the bidding minigame in the auction house have slowdowns. There are some other slowdowns in various scenes that I don't remember and also happens when you fight many enemies at once, no matter what revision I'm using.

It's not your graphics card, it's your processor struggling. It's quite old by this point.

Make sure it isn´t throttling nor overheating.

I found what's causing the slowdowns on the parts I mentioned, it was the graphics option called per pixel lighting so I just turned that off and these slowdowns went away.
