I made an account just in case anyone else is having the same problem:

Basically what happened is I tried for hours doing everything I possibly could to get Dolphin working and as my absolute last resort I disabled my second monitor and BLAM went from 4-9fps to max for any game.

Here are my specs in case anyone is wondering or has the same:
Processor: AMD Athlon 64 X2 6000+
Memory: 4GB
HDD: Western Digital 1TB 7200 RPM
Video: Geforce 9600 GT 512MB

Plugin: OpenGL

I was terribly frustrated and unable to find this quick solution anywhere else on the forum so I hope that at least one person will read this before they waste as much time as I did.

Perhaps this should be noted in the stickied posts that give advice on how to improve game speed.

This is the first game I've ever played that gave me such a problem, I am typically running multi (6) box WoW with dual monitor and maintain 30 fps on every box... so this is the only time I've ever had to actually disable second monitor.

@Daco: nah... tried that pretty early on and no improvement unfortunately, thanks though.
