This fix is for Windows users only and using nVidia cards with the latest beta driver under the OpneGL Backend. To my knowledge nVidia Inspector doesn't exist for Linux users. First thing to do is actually set a hotkey to "Toggle EFB Coppies" in the hotkeys window. This is done so you can easily switch between Texture and RAM modes as the thermal visor still does not work properly under Texture mode. The Thermal Visor is the only object in the game that requires you to set EFB Copies to RAM (unless of course the devs find a way to copy the texture pool from RAM mode to Texture mode...or use the Texture mode timing in RAM mode).
The next part is a bit tricky...you have to add Dolphin to your nVidia Control Panel list in the Advanced 3D Settings section...Once that is added...click apply and go use nVidia Inspector to change thew settings to the following. To select Dolphin, click on the icon that looks like a house to bring up the profile you just made for Dolphin
Part 1 (Most of these settings can be adjusted in the nVidia Control Panel):

Part 2 (This is the most important part...these are not in the nVidia Control Panel):

Here are the specific hash settings from the text file of the profile...Hopefully this will help Linux users...

To use this in game...any place where weather affects are used...like rain drops hitting your visor...simply toggle the EFB's to Texture mode...when you wish to use the thermal visor...simply toggle the EFB's to RAM mode. It should be noted that water affects cause almost no frame drop at all under EFB Texture mode.
