Just tested the game, it runs full speed with the recommended options. Will play a short race just to look for any glitch or bug.
EDIT: Did not found any bug, and there are small drops during gameplay in my rig (possibly due to hardware limitation). Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.
Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

On master 4.0-5051 I noticed that the audio of this game starts some seconds after the game boots. When audio finally starts, it sounds high-pitched and distorted (as if running over full speed) and then goes normal. This also affects Super Mario World.
