The game runs fine, bit I noticed something weird: Although the game easily runs at full speed (if I unlock the fps it easily runs at over 200fps) on all backends, the "Team Viewtiful" part in the intro drops to 24 FPS (but the game still runs at full speed), and the audio becomes choppy (but not like dropping below 100% speed). I overclocked the internal CPU to 160% and then the specific part ran at full screen. I didn't use any non-default settings. While the issue doesn't bother me and the game runs perfect, I just wonder if there is any timing issue that causes this, perhaps the emulated CPU is running too slow without any overclock?

On what build does this happen?
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

Yes. The emulated CPU might run a bit too slow or a bit too fast depending on what type of code is being executed. Video decoding code is a type of code that can get executed slower than on a real console.

I used the latest build (I have no idea if this is a new issue).

Thanks for the answer. Just out of interest, what causes things like video decoding being executed slower than on a real console?

Dolphin assumes one instruction per cycle, but, some instructions take more than one cycle and sometimes multiple instructions can be done in a single cycle. Video decoders are optimized like this and it makes dolphin too slow. But fixing this would make Dolphin too fast in other scenarios...
