1. Your video quality is shit. Re-upload in HD so that people can see any of the details, please.

2. What is the point of the video? I think I saw 4.0.2 @ 24-25 FPS, 3.0 @ 30, and 3.5 @ 27-29.

3. The latest dev builds are faster than 4.0.2 from here: https://dolphin-emu.org/download/ They have over 2000+ changes to make things better. As in the Power PC Flag rewrites here: https://dolphin-emu.org/blog/2014/07/31/dolphin-progress-report-july-2014/

4. What CPU do you have? All you say is AMD in your profile, and nothing on your video. Dolphin is CPU intensive. Twilight Princess is a moderately demanding game in the beginning, and very demanding game once you explore farther into Hyrule Field later into the game. AMD CPUS have slower single core speeds compared to Intel CPUs.

Not to mention Twilight Princess has that weird hyrule field issue which makes it a horrible tool for benchmarking. If you used that, the latest dev versions would seem ten times faster than 4.0.2! Latest dev versions ARE faster, but they are only that much faster when in hyrule field.
