I am currently trying to get Dolphin to work on my TV but I am running into issues when I enable v-sync. I drop down to about 30 fps (50%) which causes the audio to have serious issues also.
If I try to run Dolphin on my primary monitor (2k monitor) I am able to have VSync enabled, internal resolution to 6x, anti aliasing 8x, anisotropic to 8x with just the occasional drop.
I did test on the tv by setting all enhancements back to their default and the only thing that made any difference for performance was disabling V-sync.
However with it disabled I am getting really bad screen tearing. The tv is a 4k tv and windows sets it scale to 300%.
For sanity sake I checked my ps2 emulator and I am having no issues there, or any other game when I play it on my tv.
When I am running on the TV I disable my other monitor
I am not sure what I can try to fix this.
