Stock android has a terrible time reading multiple controllers. 4 SHIELD controllers will work because Nvidia has fleshed out the firmware to be able to handle 4 at once, but third party controllers are unpredictable. Also dolphin on android is still very in development and multi-controller support is probably mostly unfinished.
