It's doable in cemu because external code a non-cemu dev wrote allows the gyros to be bindable to the controls in cemu.
And it's the same for Dolphin. If you can make the gyros available for DirectInput/Xinput to grab onto (possibly through DS4Windows? Not sure) then Dolphin can use it like any other bindable control.
