Is there any way I could use a controllers motion controls, like the ds4, and add them as inputs? I know that Cemu has done this so I know it could be done but there doesn't seem to be any features like this in Dolphin.

It's doable in cemu because external code a non-cemu dev wrote allows the gyros to be bindable to the controls in cemu.

And it's the same for Dolphin. If you can make the gyros available for DirectInput/Xinput to grab onto (possibly through DS4Windows? Not sure) then Dolphin can use it like any other bindable control.
